After an install, when running the utility, you may the utility to hang on even a clean install.
If you open the log file, you will see an error block that starts with:
ERROR 2015-03-23 02:04:18,296 - Failed to get users
System.Net.WebException: The request failed with HTTP status 401: Unauthorized.
The problem is with the WSP Enterprise Site Authentication settings.
In the IIS go to: Sites --> WebsitePanel Enterprise Server --> Authentication --> Windows Authentication --> set to 'Disable' .

Then, on the next menu:
And change to Disabled
That will fix that error.
